Core Transport Agents (CTAs)
Core Transport Agents (CTAs) are alternative natural gas suppliers to Local Distribution Companies (LDCs) such as PG&E, SoCalGas, SDG&E, and Southwest Gas. CTAs are non-utility suppliers who purchase gas on behalf of customers for their homes or businesses, directly. Customers who elect to use a CTA will still see a charge from their local utility on their monthly bill for delivering the gas commodity on the utility’s pipeline system. Customers who choose to leave the regulated gas utility for CTA gas service are strongly encouraged to carefully review the CTA’s terms and conditions and compare those terms and conditions with those of other CTAs and the gas utility prior to signing any agreement with a CTA.
Since 1991, the California Legislature and the California Public Utilities Commission (CPUC) has allowed customers to choose their natural gas supplier: the local utility or a Core Transport Agent. Since the passage of Senate Bill 656, the CPUC has been responsible for compiling and regularly updating information on CTAs to assist customers in making service choices. To provide service in the California market, CTAs must register with the CPUC. This process includes, but is not limited to, providing evidence of its operational and technical abilities and its financial health. It is important to note that the CPUC does not regulate the rates that CTAs offer to customers but instead focuses on increasing transparency about CTAs.
