In Decision (D.) 18-02-002, the California Public Utilities Commission (CPUC) established an annual Core Transport Agent fee (Annual Fee) that was to be based on the cost of administering the CTA program and providing consumer protection. The decision also required the CPUC’s Energy Division staff to submit an annual report on these costs and to recommend updates to the Annual Fee as necessary.

In 2021, the Commission approved Resolution G-3580, which divided the Annual Fee into two components: a Base Fee and a Variable Fee. All CTAs pay the same Base Fee to cover the fixed administrative costs of overseeing the CTA program. The Variable Fee reflects the costs to provide customer support through the CPUC’s Consumer Affairs Branch and investigation of complaints by the Utility Enforcement Branch. Only CTAs who receive complaints are charged a variable fee, which is proportional to the number of complaints received. In 2022, Resolution G-3589 adjusted the fees, and in 2023 G-3597 modified the methodology for calculating the Base and Variable Fees. Subsequent Core Transport Agent Annual Reports will reflect the methodology established in Resolution G-3597 unless a new resolution is issued.
