Subject: Workshop III on Safety and Enforcement Division (SED) Staff Proposal to Revise General Order (GO) 167-B
The Electric Safety and Reliability Branch (ESRB) of SED of the California Public Utilities Commission (CPUC) is planning to hold a third workshop on the SED Staff Proposal to Revise GO 167-B on August 23, 2024, from 9 a.m. until 12 p.m.
The SED Staff Proposal to Revise GO 167-B:
- Implements the Senate Bill (SB) 1383 (Hueso, 2022) mandate to establish standards for the maintenance and operation of Energy Storage Systems (ESS).
- Applies SB 38 (Laird, 2023) requirements for Emergency Response and Emergency Action Plans to GAOs and ESSOs.
- Establishes logbook standards for ESSs and Renewable Generating Assets and revises logbook standards for all Generating Assets (GAs).
- Modifies maintenance and operations standards for GAs and ESSs.
- Removes obsolete references, provides updates to definitions, and updates applicable industry codes, standards, and organizations.

Workshop Overview
ESRB is holding a third workshop to discuss SED staff’s proposed revisions to GO 167-B in response to parties’ comments from the second workshop. The revised SED Staff Proposal will be posted to the Electric Safety and Reliability Webpage on or before Tuesday, August 13, 2024. We will post the workshop presentation and materials in advance of the third workshop on the Electric Generation Safety and Reliability webpage.
Workshop Comments
ESRB invites parties to submit comments on staff’s proposed changes to GO 167-B. The revised ESRB Staff Proposal will be posted to the webpage on or before Tuesday, August 13, 2024: Electric Generation Safety and Reliability (ca.gov).
In written comments, please provide your suggested edits to staff’s proposed changes to GO 167-B in redline format or track changes. Comments should be emailed to the GO 167 inbox: GO167@cpuc.ca.gov with the subject title “GO 167-B Revisions - Workshop III” no later than close of business Monday, September 9, 2024.
