Transportation Carrier Mandated Reports
Quarterly and Annual PUC Transportation Reimbursement Account (PUCTRA) Fee Statements
The Commission collects from each licensed carrier a fee, known as the Public Utilities Commission Transportation Reimbursement Account (PUCTRA) Fee, based on the carrier's gross intrastate operating revenue. Carriers with annual revenue of $100,000 or less submit the PUCTRA Report and any Fees due annually (January 15 of each year). All other carriers submit the PUCTRA Report and any Fees due on a quarterly basis (January 15, April 15, July 15, October 15 of each year).
Effective January 1, 2023, Resolution M-4865 revises the PUCTRA user fees provided in Public Utilities Code Section 421 as follows. Late-filed PUCTRA Reports and Fees are subject to a 25% penalty on the amount due.
- Passenger Vehicle Operators (Charter Party Carriers (TCP), including Transportation Network Companies (TNC) and Passenger Stage Corporations (PSC)): 0.003 (0.3%) of gross intrastate revenue plus minimum $10 quarterly fee or $25 annual fee
- Common Carrier Vessel Operators (VCC): 0.0055 (0.55%) of gross intrastate revenue plus minimum $10 quarterly fee or $25 annual fee

NEW: Submit PUCTRA Statements Online Using the New CPUC Transportation Carrier Portal (TCPortal)
Starting Q2 2021, transportation carriers will be able to submit PUCTRA fee statements and payments electronically using the new Transportation Carrier Portal.

For Q2 2021 only, transportation carriers may continue to complete paper PUCTRA fee statements (obtained at http://www.cpuc.ca.gov/puctra/), or complete fee statements using the PUCTRA Worksheet Calculator at: http://www.cpuc.ca.gov/puctracalculator/

IF ANY PAYMENT IS OWED: Print, sign, and mail your completed PUCTRA fee statement with a check or money order payable to:

PUCTRA fee statements postmarked after the due date indicated on the front of the card is subject to a penalty. Notification of an assessed penalty will be sent by the CPUC Fiscal Office.
Failure to file a PUCTRA fee statement may result in suspension or revocation of your operating authority.
