All public utilities covered by Public Utilities (PU) Code Section 851 are authorized to grant easements, licenses or permits for use or occupancy on, over or under any portion of the operative property of said utilities for rights of way, private roads, agricultural purposes, or other limited uses of their several properties without further special authorization by the CPUC whenever it appears that the exercise of such easement, license or permit will not interfere with the operations, practices and service of such public utilities to and for their several patrons or consumers.

The CPUC Communications Division (CD) staff found instances where some public utilities have been applying GO 69-C to transactions that do not appear to be subject to GO 69-C. To get a better understanding of the types of transactions that public utilities apply GO 69-C to, CD is issuing a data request to all General Rate Case (GRC) and Uniform Regulatory Framework (URF) Incumbent Local Exchange Carriers (ILEC) due on April 1st of each year with data for the prior calendar year. Please report every GO 69-C agreement that is active during the reporting period.
