Transportation Electrification Proactive Planning
As outlined in the Scoping Memo for R.23-12-008, the proceeding includes the development of a Proactive Planning Framework for Transportation Electrification. Over time, this work may encompass a broad range of vehicle classes and types. Initially, however, the proceeding will focus on zero-emission planning related to freight charging infrastructure and similar loads like light-duty charging plazas.
This track of the proceeding will begin with developing and refining inputs and assumptions that may be used across existing long-term generation, distribution, and transmission planning to ensure all processes are working toward a common goal. Additionally, this track will consider prioritization criteria to inform the Commission's analysis for current and future transportation electrification planning needs. Subsequently, this track will identify priorities for further study and subsequent action.
The CPUC's Energy Division staff are developing modeling tools utilizing the inputs and assumptions for this planning. This work will be presented in proposals, workshops, and/or webinars throughout the proceeding in order to establish a Transportation Electrification Proactive Planning Framework.

Oh May 22, 2023, CPUC Energy Division staff issued a preliminary informal proposal, "Draft Staff Proposal: Zero-Emissions Freight Infrastructure Planning, "or FIP. The informal proposal outlines an initial vision for enabling proactive planning of long lead time utility-side electrical infrastructure to support the acceleration of transportation electrification, focused on freight. As the proposal was issued outside of a proceeding record, Energy Division staff sought stakeholder feedback through informal comments, linked below.

- Stakeholders were invited to file informal comments on the FIP Draft Staff Proposal within 60 days of the 5/22 webinar. Comments provided by stakeholders are not part of any active proceeding. However, feedback received during and following the webinar may inform staff work products that may later be introduced into the formal record of a proceeding.
