PGE's Motion for Additional Funding to Complete Energization Requests
On October 4, 2024, PG&E filed a motion to the R.24-01-018 service list requesting authorization to revise the energization capital cost caps set for their Electric Capacity New Business Interim Memorandum Account (ECNBIMA) established in D.24-07-008.
Pursuant to Sb 410, the Commission approved D.24-07-008, which authorized PG&E to establish the ECNBIMA to record costs for energization projects that exceed the amounts adopted in D.23-11-069 for specific eligible activities related to the utility’s energization efforts. The Commission capped the ECNBIMA to the following annual maximum recorded limits.

Decision 24-07-008 provided PG&E the opportunity to request revisions to the adopted cost caps if new evidence or any other relevant information, including the adoption of energization timelines and other requirements in the Energization OIR.
PG&E's motion request the Commission to approve the following cost cap revisions.
- Increase the 2025 capital costs cap from $618 million to $2.115 billion;
- Increase the 2026 capital costs cap from $669 million to $2.302 billion;
- Authorize the ability to spend authorized amounts across 2025 and 2026; and
- Eliminate the secondary revenue requirement (RRQ) caps for 2024-2026.
PG&E’s motion asserts that the requested revisions to the ECNBIMA cost caps are necessary to ensure all customer energization requests currently in the company’s energization backlog can be completed, as well as address new applications and emergent energization projects as the appear and avoid unnecessary energization delays that the decision establishing energization timing targets (D.24-09-020) seeks to eliminate. PG&E’s motion claims that if approved, the requested capital cost cap increases would result in a bundled average rate impact of 1.8%, equating to a typical residential bill impact of$3.65 per month.
