AB 50 and SB 410 directed the Commission to establish, at minimum, annual data reporting requirements for the utilities to provide information related to their energization efforts. The legislations required the annual data reporting efforts to include, at minimum, 1) the average, median, and standard deviation time between receiving an application for energization service and its completion, 2) explanations for energization time periods that exceed the target maximum for energization projects, 3) constraints and obstacles to each type of energization project, including funding limitations, qualified staffing availability, or equipment availability, and 4) other information as required by the Commission.

Decision 24-09-020 established a biannual energization data reporting requirement. The goal of the biannual reporting requirements is to provide the Commission with necessary information reflecting the utilities’ efforts to timely complete a customer’s energization request to determine what, if any, modifications to the adopted energization targets are needed, and if any additional efforts to accelerate the utilities energization processes should be pursued. 

Decision 24-09-020 directed the utilities to develop a joint energization data collection template that will be used to record all data the Commission determined was necessary to fully understand the energization process a to evaluate the utilities’ energization efforts. This includes data on the following items: 

  • The number of submitted and completed energization requests. 
  • The timing to complete the energization requests, including the total time, and the time needed for utility- and customer led steps.  
  • The number, party responsible for, and the duration of delays, and how the delay(s) were resolved. 
  • Cost information related to utility staffing, materials, and labor necessary to complete energization requests.

As directed in D.24-09-020, the utilities will file their first batch of energization data to the R.24-01-018 service list no later than March 31, 2025, at which point, the Commission will begin its evaluation and determine next steps.

Additionally, as directed in AB 50, utilities are to demonstrate improvements in their energization performances and the resolution of any energization backlogs by submitting report to the Commission on or before December 1, 2024. This report is expected to demonstrate that the utility has energized at least 80% of customers with applications deemed complete as of January 31, 2023. Utilities that fail to meet the annual 80% energization completion target must provide a description of how they are implementing actions necessary to meet this performance metric in the future. 

The utilities submitted their first annual reports in compliance with AB 50 in November 2024.
