Transmission Project Review Process
With the passage of CPUC Resolution E-5252 on April 27, 2023, the Commission established the Transmission Project Review (TPR) Process for the state’s investor-owned electric utilities (IOUs) beginning January 1, 2024. The purpose of the TPR Process is to have a uniform process to review IOUs’ capital transmission projects, allowing the CPUC and Stakeholders to receive robust data from Transmission Owners, and to inquire about and provide feedback on the IOUs’ historical, current, and forecast transmission projects.
The TPR Process provides useful information to numerous programs and proceedings at the CPUC. These include: California Environmental Quality Act (“CEQA”) review and permitting, Integrated Resource Planning (“IRP”), the Distributed Energy Resources (“DER”) Action Plan, General Rate Cases (“GRC”), wildfire mitigation and recovery efforts, and the CPUC’s Risk-Based Decision-Making Framework (“RDF”) and Risk Assessment & Mitigation Phase (“RAMP”).

Pacific Gas and Electric
The TPR Process began for Pacific Gas and Electric (PG&E) with the release of its transmission project data on May 1, 2024. Please see the timeline for PG&E’s November 2024 cycle of the TPR Process in the table below.
PG&E directs Stakeholders to its website for all publicly available documents and data releases, listed under the case-name "Transmission Project Review (TPR) Process [Res.E-5252]." This also includes a non-disclosure agreement (NDA) that eligible Stakeholders can submit to access PG&E’s confidential data. Please direct all PG&E-specific comments and questions, including NDA submissions, to tprprocess@pge.com. Stakeholders provided questions and comments on PG&E’s November 2024 TPR Project Spreadsheet on December 16, 2024. PG&E will respond to Stakeholders’ questions and comments by January 13, 2025.

Southern California Edison
The TPR Process began for Southern California Edison (SCE) with the release of its transmission project data on June 3, 2024. Please see the timeline for SCE’s December 2024 cycle of the TPR Process in the table below.
SCE directs Stakeholders to its website for all publicly available documents and data releases, listed under the drop-down menu for “2024.” Requests to receive and submit a non-disclosure agreement (NDA) for eligible Stakeholders can be directed to ferccaseadmin@sce.com. SCE’s current TPR cycle began with the release of its TPR Project Spreadsheet on December 2, 2024. Stakeholders have until January 15, 2025 to submit questions and comments on the Project Spreadsheet

San Diego Gas & Electric
San Diego Gas & Electric (SDG&E) will begin its January 2025 TPR Process cycle with the release of its TPR Project Spreadsheet on January 2, 2025.
SDG&E has created a TPR Process-specific webpage where relevant information can be found. This includes the public version of the data and instructions on how eligible Stakeholders can execute a non-disclosure agreement (NDA) to access SDG&E’s confidential data. Please direct all SDG&E-specific comments and questions, including NDA-related matters, to Kris Bourbois (kbourbois@sdge.com).
SDG&E’s July TPR cycle concluded with Stakeholders submitting final comments to SDG&E on December 9, 2024. SDG&E’s next TPR cycle will begin with the release of its TPR Project Spreadsheet on January 2, 2025.
