Energy Division hosted Senate Bill (SB) 1221 Workshop

The Energy Division’s Gas Policy and Reliability Branch staff will host a virtual public workshop on Friday, November 8, 2024, from 9:30 am – 12:00 pm to gather stakeholder and public input on the mapping requirement outlined in Public Utilities Code Section 661(a), adopted by Senate Bill (SB) 1221 (Min 2024). 

The Energy Division is particularly interested in the following:

  1. How do stakeholders and the public understand Section 661(a)’s requirements?
  2. What goals do stakeholders and the public have for implementing Section 661(a)?
  3. How do stakeholders and the public see these goals fitting in with other work directed by SB 1221 or overseen by the CPUC?

The workshop will be structured so stakeholders and members of the public have time to respond to these questions.  It will also allow stakeholders to provide brief presentations if they so request.  The preliminary agenda is as follows:

  • 9:30-9:45: Welcome and introduction
  • 9:45-10:45: Presentations
  • 10:45-11:30: Responses to questions
  • 11:30-12:00: Questions/Answers

Those who would like to respond to the questions posed in this notice and/or give a presentation must RSVP to gaspolicy@cpuc.ca.gov by 5:00 pm on Monday, October 28, 2024, so that Energy Division staff can divide the time equitably.  The Energy Division will provide a final agenda on November 4, 2024.

  • This workshop is not associated with any CPUC proceeding.

Background

Public Utilities Code 661(a): 

On or before July 1, 2025, and each year thereafter, each gas corporation shall submit to the commission a map that includes all of the following: 

  1. The location of all potential gas distribution line replacement projects identified in its distribution integrity management plan and any foreseeable gas distribution pipeline replacements. 
  2. The city, county, and census tract boundaries within the gas corporation’s service territory. 
  3. Locations of disadvantaged communities, tribes, and priority neighborhood decarbonization zones, as designated by the commission pursuant to Section 662, that are within the gas corporation’s service territory. 
  4. Any additional information required by the commission.
